Rules of Engagement

Here are the rules:

As of September 2004, there are a large number of regular readers on this blog.
IP is never posted. Comments with elements of IP will not be published.
Direct comments from my students are filtered and not published.
I do reseach for several organizations. This blog is part of that. Participation in open dialogue may end up in a case study or reseach report.
I receive several emails a day - but feel free to write and comment.
I read every mail but I cannot answer every mail. It’s impossile.
I do have offline conversations - people phone, chat or we meet.
The visitors and commentary to this blog seem to be very smart; opinionated but very cordial.
Rudeness is not accepted but it’s certainly OK to disagree on issues. It’s encouraged.
I never give out names or email addresses. This blog is between you and me. Don’t ask.
You will probably notice that my email isn’t on the blog - people know how to contact me - it’s the first test.
I am very active - there will be times when I don’t post.

What is Galipeau...

I have been involved with the internet since it's inception. Having worked on IARPA and the EU Commission Framework IV projects, I have developed an interested in learning behaviors, knowledge management and communication channel strategy and integration models.

I am intrigued by information and communication technology (ICTs) and how it can be used to modify society and organizational behavior. Under the guise of cognitive psychology, this is a branch called social informatics.

Social Informatics (SI) refers to the body of research and study that examines social aspects of computerization -- including the roles of information technology in social and organizational change and the ways that the social organization of information technologies are influenced by social forces and practices.

SI includes studies and other analyses that are labeled as social impacts of computing, social media or networking models, social analysis of computing, studies of computer-mediate communication (CMC), information policy, organizational informatics, interpretive informatics and so on.

It's about understanding how the world will be shaped.

Blogs get people excited ...

Or else they disturb and worry them.
Some people distrust them. Others see them as the vanguard of a new information revolution because they allow and encourage ordinary people to speak up. They're tremendous tools of freedom of expression.

New version of Handbook for Bloggers and Cyber-Dissidents (PDF 1.2 MB)

Reporters Without Borders is making a new version of its Handbook for Bloggers and Cyber-Dissidents available to bloggers today to mark Online Free Expression Day.

The handbook offers practical advice and techniques on how to create a blog, make entries and get the blog to show up in search engine results. It gives clear explanations about blogging for all those whose online freedom of expression is subject to restrictions, and it shows how to sidestep the censorship measures imposed by certain governments, with a practical example that demonstrates the use of the censorship circumvention software Tor.

The leaders of authoritarian countries are becoming more and suspicious of bloggers, these men and women who, although not journalists, publish news and information online and who, worse still, often tackle subjects the so-called traditional media dare not cover. In some countries, blogs have become an important new source of news. It is to protect this source that Reporters Without Borders has updated its handbook.
